What is a project closeout record?
It is a closing record of observed final conditions, documents delivered and outstanding items. First clarify its purpose: an internal closeout record does not automatically replace a completion certificate or reception record. A document's title alone does not determine its legal effects.
When to use this document
- When recording conditions observed during the final review.
- When gathering documents required for closeout.
- Before checking who needs to approve or sign each final document.
What to include in the closeout record
- Project, parties and the exact scope of the closeout.
- Final review date and the areas or work sections checked.
- Observed status and items still requiring correction or verification.
- Documents delivered or missing: drawings, manuals or certificates as applicable.
- References to formal completion or reception documents without replacing them.
- Owners for outstanding items and signatures suitable for the record's purpose.
How to prepare closeout without hiding open items
- 1
Identify the document you need
Decide whether you are recording a final visit, preparing delivery or completing another procedure. Use the appropriate document and signatories.
- 2
Verify the final conditions
Review the scope with the supervising team and separate completed, corrective and unverified items.
- 3
Check each delivery
Do not mark a manual or certificate delivered simply because it is planned. Record its reference and real status.
- 4
Keep closeout references together
Link the record to supporting documents and open actions. Review the set before obtaining the appropriate signatures.
Common mistakes
- Calling an unapproved draft a completion certificate.
- Declaring a complete document delivery while certificates or manuals remain missing.
- Confusing an internal list's closure with reception or an administrative authorisation.
Content example
Final review
The review visit of the areas within the agreed scope is recorded.
Documents
The operation and maintenance manual is provided. The installation documentation identified by the team remains outstanding.
Reservation
Closing this record does not replace any required certificates or procedures.
Fictional, shortened example. Not a valid document for signature or certification.
What to check in Spain
For building works within Spain's LOE, article 6 distinguishes reception —delivery by the contractor and acceptance by the promoter— from the completion certificate attached to it. Article 7 addresses as-built documentation. This informative closeout structure replaces neither those records nor other required procedures.
